Since I saw a couple of reblogs asking, this is from the Disney’s American Legends Short: John Henry. It was put out as a direct to video release in 2002, and was re-released in August 2015 as part of the Walt Disney Animation Studios Short Films Collection. That 2015 release was just added to Netflix, so if you have a subscription, you can go watch it now.
